"ARTA compliance" needed 
to claim workers PB bonus

TAGBILARAN CITY, May 21 (PIA)-- The bonus which government employees get for their performance can now be held, if the agency where the employee belongs, is not compliant with the Anti Red Tape Act (ARTA).

The Civil Service Commission (CSC) revealed this during the recent meeting of Bohol information officers network held at the Department of Education (DepED) Conference Hall, May 21. 

The CSC, through its information officer Liezl del Rosario told members of the Association of United Development Information Officers (AUDIO) in Bohol that a CSC audit team would be evaluating ARTA Compliance and come in unannounced, anytime. 

The audit, she said, would be largely based on 11 indicators which the team would see if these are complied. 

Primary among the audit would be the office's compliance with the Citizen's Charter provisions, del Rosario pointed out. 

Citizen's Charters (1) lists the office's list of frontline services, the step by step procedures in availing of the service, persons responsible, time and duration of the process and lists the fees of costs of the service when availed. 

The team would also look for the following posters: No Noonbreak (2), Anti Fixer Campaign (3) and No Smoking (4).

The office must also be able to put up a Public Assistance and Complaints Desk (5), and Call Center ng Bayan desk (6).

In the office bulletin board and prominently displayed would be the agency Honors and Awards program (7), the Anti-Tobacco Industry Poster (8).

Employees of agency or office must sport the required operational identification tags (9): where the picture and name of the employee is easily visible. 

Another thing, agencies and offices should put up a properly labeled and placed "Smoking Area" (10), which must be not less than 10 meters from the office building and not near any food stall or food source, CSC said. 

Finally, if all things have been complied with, but when the CSC Audit team arrives and sees somebody smoking (11) in No Smoking areas, even if he is a client, the CSC can deny the compliance certification, and thus the bonus, according to the CSC. (rac/PIA-7Bohol)
